* [cli] Remove initial iteration of `vc build` and Plugins

The `vercel build` command is being restructured, so we'll remove it for
now so that this initial iteration isn't included as part of the stable
CLI release.

Developing

Once you've created a project and installed dependencies with npm install (or pnpm install or yarn), start a development server:

npm run dev

# or start the server and open the app in a new browser tab
npm run dev -- --open

Building

This uses the Vercel Adapter for SolidStart.

npm run build
